Grunty takie powinny spełniać następujące warunki:
- przylegać do lasów będących w zarządzie Nadleśnictwa Biłgoraj w obrębie terytorialnym,
- w Planie Zagospodarowania Przestrzennego gminy mieć określone przeznaczenie jako grunt leśny lub do zalesienia,
- mieć uregulowany stan prawny (posiadanie księgi wieczystej),
- nie być obciążony na rzecz osób trzecich.
